The Congress Bicentennial Half Dollar was released in 1989 to commemorate the Bicentennial of the U.S. Congress.
Fifty percent of the first $40 million in surcharges were authorized to go to the Capitol Preservation Fund for use by the United States Capitol Preservation Commission. The balance of the surcharges received by the Secretary were to be deposited in the general fund of the Treasury for the sole purpose of reducing the national debt.
The obverse design features a bust of the Statue of Freedom.
The reverse features a full view of the Capitol Building surrounded by a wreath of stars.
