Bulk Purchase Programs
About Our Bulk Purchase Programs
The United States Mint offers several opportunities for qualified purchasers to obtain bulk quantities of our products. These include:
- Our Numismatic Bulk Purchase Program (NBPP) for dealers who want to become part of the Mint’s entry-level, discount-eligible wholesale channel.
- Our Authorized Bulk Purchase Program (ABPP) is available by invitation only to members of the Numismatic Bulk Purchase Program (NBPP) who meet the required criteria.
- Our Circulating Bulk Purchase Program, which currently includes dime, quarter, half dollar, and dollar coins. (Please note: pennies and nickels are not offered as part of this program at this time.)
Numismatic Bulk Purchase Program (NBPP)
This program is the entry point for dealers who want to become part of the Mint’s wholesale channel. To apply for the program, please complete our Bulk Purchase Agreement Forms. You will be required to provide documentation that you are a license-holding business and/or have a state resale certificate approved by the state where you reside.
The following products are currently part of the Numismatic Bulk Purchase Program:
- American Eagle Gold and Silver Proof and Uncirculated Coins
- American Buffalo Gold Proof Coin
- Additional products may be found here.
The Mint may, at any time, add new coin programs to the Numismatic Bulk Purchase Program as they are approved and made available.
The program offers the following benefits:
4 discount tiers from 3% - 5% that are tied to your business’ order volume (net revenue) and calculated every other month.
- Tier 1: Net revenue from $10,000 up to $50,000 earn a 3 percent discount
- Tier 2: Net revenue from $50,001 up to $250,000 earn a 4 percent discount
- Tier 3: Net revenue from $250,001 up to $1 million earn a 4.5 percent discount
- Tier 4: Net revenue more than $1 million earn a 5 percent discount
Discount calculation:
At the start of each fiscal year (October 1), discounts are reset to 3% for all members. Tier reviews occur every other month starting December 1, followed by discount adjustments on February 1. This review and discount adjustment continues, bimonthly, for the remainder of each fiscal year.
Program requirements and terms:
- Select Mint products are available for Bulk discount.
- The minimum order quantity for each order is:
- Domestic members: $10,000 USD total order value which can be a combination of products including those not eligible for discount.
- International members: $2,500 USD total order value which can be a combination of products including those not eligible for discount.
- To remain active in the program a member must have made 2 minimum order purchases or a minimum of $20,000 in fiscal year spend. Deactivated accounts can re-apply at any time.
- Participants in the NBPP are subject to the United States Mint’s excessive returns policy.
- Thresholds for excessive returns include:
- Sales over $5,000
- Returns exceeding 25% for the prior month
- If you violate the excessive returns policy, you will receive a warning letter, followed by suspension on a second offense within 6 months.

How to join the program:
To purchase numismatic products through the Numismatic Bulk Purchase Program, an applicant must attest to the fact that it is one of the following:
- A licensed full–time "coin dealer" (any state–licensed firm or company engaged in the commercial sale of coins via storefront, coin shows or online)
- A licensed business involved in the precious metals or numismatic coin industry
- A licensed retailer, bank, credit union or other financial institution willing to expand its business into the numismatic coin industry
All applicants for the Numismatic Bulk Purchase Program must meet the qualifying criteria, and complete, sign, and return the Bulk Purchase Agreement Forms (inclusive of the Terms and Conditions document). Additionally, all applicants must submit a copy of their current business license and/or state resale certificate. Customer Account Number field may be left blank in the forms for initial application.
Authorized Bulk Purchase Program (ABPP):
The Authorized Bulk Purchase Program, which began in 2021, is the newest initiative in the Mint’s wholesale purchasing channel. This program is available by invitation only to members of the Numismatic Bulk Purchase Program (NBPP). Please note, meeting the minimum criteria does not guarantee invitation to the program.
The program offers the following benefits:
On average, ABPP participants can have their orders shipped five business days in advance of the United States Mint’s official on-sale date to allow time for receipt and grading in advance of the normal ordering process. While pre-staging is not uncommon, pre-selling in advance of the United States Mint on-sale date is prohibited.
Program requirements and terms:
- Minimum of two years as an active member in good standing of the Numismatic Bulk Purchase Program (NBPP)
- A history of full compliance with the United States Mint’s excessive returns policy, with an average return rate of 2% or less
- Have a two (2) year revenue average with the NBPP of at least $500,000 annually
- Signed acceptance of the Terms and Conditions of the Bulk Purchase Programs, which include:
- Prohibition from participating in the Mint’s direct-to-consumer subscription programs
- Commitment to honor all household order limits
- Restrictions on the use of technology to place orders and monitor inventory
- Signed embargo agreement to resell products only on or after the Mint’s official on-sale date and time
The program is designed to provide members with a known quantity of designated products. These quantities are set by the Mint using an allocation method that provides an equal portion of the available product to all members, while the remaining allocation is determined by a percentage of offtake as compared to the whole. The current calculation is typically a 25%–75% split, whereas 25% represents the equal split among program members and 75% represents actual participation and performance in the program. The Mint maintains the right to adjust its allocation model at any time.
The Mint actively monitors these program requirements. Failure to adhere to these requirements will result in penalties up to and including suspension from the program and/or removal from the Mint’s Bulk Purchase Programs.

If interested in this program, please reach out to Numismatic_Bulk@usmint.treas.gov and include "Circulating Bulk Purchase Program" in the subject line. To set up an account, we will need the Company Name, Address, Contact Name, Contact Phone Number, and Contact Email.
Bulk purchasers of circulating coins receive pick up instructions for arranging carrier appointment, truck inspection, and driver clearance and are contacted to coordinate a pick up appointment date/time. Orders are released after all pre-arrangements are fulfilled, e.g., the electronic funds transfer is received, the shipment is ready and clearances confirmed. Circulating bulk bags may be referred to interchangeably with ballistic bags.
Dime Coins
To purchase dime coins through the Circulating Bulk Purchase Program, customers (individuals or businesses) must:
- purchase the minimum of one bulk bag, which contains 500,000 coins
- pay for the coins at face value ($50,000) plus a processing fee, which equals 10% percent of total order value ($5,000 per bag)

Quarter Coins
To purchase quarter coins through the Circulating Bulk Purchase Program, customers (individuals or businesses) must:
- purchase the minimum of one bulk bag, which contains 200,000 coins
- pay for the coins at face value ($50,000) plus a processing fee, which equals 3% percent of total order value ($1,500 per bag)

Half Dollar Coins

- purchase the minimum of one bulk bag, which contains 100,000 coins
- pay for the coins at face value ($50,000) plus a processing fee, which equals 10% percent of total order value ($5,000 per bag)

Dollar Coins
To purchase dollar coins through the Circulating Bulk Purchase Program, customers (individuals or businesses) must:
- purchase the minimum of one bulk bag, which contains 140,000 coins
- pay for the coins at face value ($140,000) plus a processing fee, which equals 8.5% percent of total order value ($11,900 per bag)
